Vehicle clamped / towed under
instructions from Transport for London.
Transport for London enforces the London Congestion Charge. They employ 4 bailiff companies ; CCS, DKB Collections, Equita Ltd and Drakes Group Ltd. Although these companies are engaged to enforce Congestion Charge warrants, they may sometimes be involved in joint exercises with TfL's On Street Enforcement contractor; NCP.
NCP are employed by Congestion Charging to undertake on-sreet enforcement against Persistent Evaders of the scheme. We are informed by TfL that a persistent evader is determined as having three or more outstanding PCN's.
The fees applicable to On Street Enforcement of Persistent Evaders are not the same as those allowed under ordinary bailiff action.
By visiting the Transport for London section of our Dowloads area you can access a copy of the agreed fees that the bailiff should be charging.
In addition to enforcing against persistent evaders as detailed above, TfL's contractors also enforce against the following vehicles:
- Where bailiffs have been unable to recover the PCN's themselves.
- The vehicle is not registered correctly with DVLA.
- The vehicle is not registered at all.
- Vehicles either untaxed, unroadworthy or being driven by uninsured drivers.
If their bailiffs/contractors locate a vehicle which has three or
more Penalty Charge Notices outstanding, they will clamp the car.
Failure to pay will involve the removal of your vehicle to TfL’s

If you wish to complain or make representations on this, we are
informed that TfL will consider all representations. If you can
show that you are not the person liable for the PCNs, then the
representation will be accepted and the PCNs cancelled.
