Penalty Charge Notice Contravention Codes and Explanations
Code Description Explanation

Parked in a restricted street during prescribed hours Parked on a yellow line (single or double), or in a street with a temporary restriction whilst the restriction is in force.

Parked, loading or unloading in a restricted street where waiting and loading/unloading restrictions are in force Parked in a street or part of a street where there is a yellow line and yellow marking on the kerb (loading/unloading restriction)

Parked in a meter bay when penalty time is indicated
Your vehicle has overstayed the time paid for on the meter.

Parked after the expiry of paid for time Your vehicle has overstayed the time paid for as indicated on the Pay and Display ticket or voucher displayed in the vehicle.

Parked without clearly displaying a valid pay and display ticket/ or voucher No Pay and Display ticket or Voucher was seen clearly displayed in the Vehicle.

Parked with additional payment made to extend the stay beyond the expiry of time initially purchased You may not pay extra money into a meter, or purchase additional pay and display tickets/vouchers to extend the time you first purchased - you must pay for all the time you need at the time of first parking.

Parked in a residents' parking space without clearly displaying a valid residents' parking permit No valid resident's permit was seen clearly displayed in the vehicle. A permit will be deemed invalid if expired, incorrect for the vehicle, zone or bay type or if damaged or defaced such its details are not clear.

Parked in a permit space without displaying a valid parking permit The appropriate permit necessary for the parking space was not clearly on display in the vehicle.

Parked in a loading gap marked by a yellow line Your vehicle was parked on a yellow line between two parking spaces.

Parked in a suspended bay/space or part of bay/space The vehicle was parked in a bay/ parking space which has been suspended from use indicated by signs nearby.

Reparked in the same parking place within one hour of leaving (free parking place) Your vehicle has returned to the same parking pace within a specified time of leaving it (the time before you may return in shown on the sign by the parking place).

Parked in a parking place or area not designated for that class of vehicle Your vehicle is not the correct type for the parking place you have parked in, e.g. you have parked your car in a motorcycle bay.

Not parked correctly within the markings of the bay/space Your vehicle must have all its wheels correctly parked within the markings of the bay/ space.

Parked in a loading place during restricted hours without loading These places are for loading and unloading of goods and your vehicle was parked without any signs of such activity.

Vehicle parked more than 50 cm from the kerb and not within a designated parking place The vehicle was double parked, and this applies even if there is no other vehicle on the kerbside of your vehicle.

Parked adjacent to a dropped kerb Your vehicle was parked alongside a dropped kerb used for access to and from a road side property, or for pedestrians to cross at.

Parked in a free parking place for longer than the maximum period Your vehicle has been to seen to have stayed longer than permitted (the maximum time is displayed on the signs) free parking time.

Vehicle seen in bus lane (camera enforcement) It is illegal for a vehicle to be in a bus lane. It is common to enforce this restriction using CCTV cameras.

Parked in a designated disabled person's parking place without clearly displaying a valid disabled person's badge You must possess and display a valid Blue / Orange Badge (Disabled drivers parking concessions scheme).

Parked on a taxi rank Only Taxis may park or stop for any purpose on a taxi rank, and your vehicle is not a taxi.

Parked on a restricted bus stop/stand It is not permitted to park or stop, even momentarily, on a bus stop or stand.

Stopped in a restricted area outside a school during term time Your vehicle was seen parked on the yellow zig-zap markings outside a school, and this is not permitted for any reason.

A commercial vehicle parked in a restricted street in contravention of the Overnight Waiting Ban Your vehicle is over the 5 tonne weight limit on a street where parking of such vehicles in prohibited from 6.30pm to 8.30am.
Note: This is a Borough Wide Ban.

Parked in contravention of a commercial vehicle waiting restriction As above the vehicle is parked where vehicles over 5 tonnes are not permitted to park during hours given on a nearby sign.
Note: This is limited to a few roads shown by signs in the road.

A heavy commercial vehicle wholly or partly parked on a footway, verge or land between two carriageways Any vehicle over 7.5 MGW is not permitted for any reason to park any wheels other than on the road.

Parked with one or more wheels on any part of an urban road other than a carriageway (footway parking)
You may not park any part of your vehicle other than on the road.

Parked for longer than the maximum period permitted Car Parks
Your vehicle has overstayed the maximum period permitted for this car park. This can occur in free car parks where a time limit is displayed.

Parked in a restricted area in a car park Car Parks
The vehicle is parked in an area of the car park which is not set aside for parking.

Parked after the expiry of time paid for in a pay and display car park Car Parks
The time you have paid for has expired as shown on the pay and display ticket, and the car has not been removed.

Parked in a pay & display car park without clearly displaying a valid pay & display ticket Car Parks
No pay and display ticket was seen clearly displayed in the vehicle.

Parked with additional payment made to extend the stay beyond the time first purchased Car Parks
The amount of time you need must be purchased when you first park, and it appears that further time has been purchased to extend the stay.

It is important that all cars are parked fully within the markings of the bay, and your vehicle has parked other than this.

Parked in a disabled persons space without clearly displaying a valid disabled persons badge Car Parks
You must possess and display a valid Blue / Orange Badge (Disabled drivers parking concessions scheme).

Parked in an area designated for a different class of vehicle Car Parks
Your vehicle has parked in a bay intended for another type of specific type of vehicle such as a motorcycle or coach.

Stopped on a pedestrian crossing and/or crossing area marked by zig-zags
Under no circumstances should you have stopped on a pedestrian crossing or the white zig-zag markings either side of it.
