How can I check if the bailiff’s
fees are correct?
For Congestion Charging, only the following companies are contracted
by Transport for London to enforce
unpaid Congestion Charges.
• Drakes Group Ltd
• CCS Enforcement Ltd
• Equita Ltd
DKB Collections Ltd
It is a fact that because the public are unaware of the charges
that bailiffs can legally make when enforcing unpaid Congestion
Charges or indeed any other debt, some bailiffs will try to charge fees that are 3 or 4
times the value of the original debt.
So that we can provide accurate information on our site concerning
the matter of bailiffs’ fees, we have spent many months
in correspondence with Transport for London
seeking this information, and we are delighted that they have
provided us with copies of their Contracts
with each of these companies including the scale
of fees that the bailiff may legally charge.
By visiting the Transport for London
section in our secure Downloads area,
you will see that we have provided a copy of the fees.
Each Contract also clearly states that the bailiff cannot send
a first letter to you seeking payment
until 5 days after they receive the
warrant. More importantly, the bailiff is prohibited from making
an initial visit until 17 days after sending
the first letter. This clause was no doubt inserted to allow the
individual adequate time to pay after being sent the first letter
and indeed many local authorities provide similar clauses. This
means that from the date on the warrant at
least 20 days will need to pass before
the bailiff can pay a first visit to you!!! For this reason it
is vital that you request a copy of the warrant so that you can
see the date it was issued!!

this period has passed, you may wish to visit the Transport

area, where you will be able to access a letter that we have drafted
that can be adapted to suit your own particular circumstances
that should be sent to both the bailiff company and Transport
for London to request a refund of any incorrect charges made as
a result of a visit being made too soon.
