Complaining to the Bailiff’s Professional Associations ACEA

Contrary to popular belief, ACEA (The Association of Civil Enforcement Agencies) is neither government owned or answerable to the government.

They were formed to represent the employers of certificated bailiffs and other enforcement staff in promoting higher standards in the civil enforcement business. Recently, this changed, in that membership is now also available to any practicing bailiff or enforcement officer. The majority of bailiff companies are members of ACEA, with all members agreeing to cooperate to provide an independent complaints procedure.

ACEA can only deal with a complaint if the bailiff company is a member. You will find a full list of members on their web site. They do not accept complaints over the telephone. A Complaints Form can be downloaded from their website. Alternatively, you may write to:

ESA (Enforcement Services Association)
This company was formed in 1906, and was previously called the Certificated Bailiff’s Association. Information on the Enforcement Services Associations' (ESA) complaints procedure can be obtained by writing to:-

The Complaints procedure is much the same as ACEA, full details, to include a list of their members, can also be found on their website.

The High Court Enforcement Officers Association.
Complaints will only be considered once the enforcement process has been concluded. In other word; the Association will not intervene if the writ is still being enforced against you. You can complain about a High Court Enforcement Officer by telephoning or writing to:

• the firm the Enforcement Officer works for; or
• the High Court Enforcement Officers Association which are responsible for promoting higher standards within the profession.
